Ok so there wouldnt be cubans, but, it would have a similar plotline. Main country of Generica is considered quite powerful; they are the dominant military force in the land that fields oodles of troops, mages, and charmed monsters. One day the CRA (Central Rogue Agency) finds some intelligence that a small banana republic southeast of the border has a very powerful magic item, and by that i mean a Greater Empowered Twinned Chained Explosive Enlarged wand of (insert destructive area spell here). This is where the PCs come in, CRA sends them to get rid of the magic item; secret agent, guerilla warfare style. Now here is what you do: post any NPCs, Classes/PrCs, special materials (material that allows that many metamagics!), and anything else you can think of to add to my campaign world. thansk for your help! :D

Make sure that this small country has a much bigger country acting as its supplier, much like how the Soviet Union sent the missiles to Cuba. Also, if this thing is as destructive as the nuclear missiles were, then a guerilla strike would just give them justification to effectively nuke the PCs home nation. Remember that the Cuban Missile crisis was resolved through diplomacy, not violence. If we're going to take the versimilitude even further, the PCs home nation has a similar wand, and the threat of mutually assured destruction is enough to bring the nations involved to the negotiating table.

Maybe you could mix it with the Bay of Pigs incident where the PCs train exiled nationals and invade the small banana republic.. This of course would take place before the Wand Crisis, and hopefully would be more successful.

As a twist you could make it so the main invasion is just rouse to get spies into the country (PCs) that will infiltrate/locate/assassinate/(insert word)-ate in the country. This will then prove pivotal in diffusing/neutralizing the Wand Crisis when it occurs.

You could have something akin the Bermuda Triangle, where ships suspiciously disappear... But in real life, this was frightening because of rumors about sea monsters or ovnis (dragons), which are pretty common in a fantasy world...
