This is an idea for a DB campaign I want to workon. A simple quest to obtain the dragonballs and sidequests get in the way of obtaining the only means of a "wish" spell. Otherwise the wish/ressurection and pretty much all other game breaking spells are banned.

Obviously to show the epic fighs of dragonball, it'll be gestalt.

But to show that even mere mortals can be threatning, there will be some combat editings. As it seems even the strongest character seems to be crippled during attacks of oppurtunity.

Vitality point system:
Level gaining seems to work greatly in favor of db characters. This could be a surplus in vitality points.

Weapons:
The weapon categories will use d20 modern, and unarmed feats such as brawl and improved unarmed strike can stack. Thus a monk with a couple of well selected feats can do alot better then any normal weapon. Representing that of db's martial arts expertise. The weapons used will be that from d20 modern, and classes will have to be edited appropiately.

Massive damage:
Massive damage is when you do more damage then the opponent's con-score. However, massive damage only activates when you use weapons or magic/psi based attacks. Unarmed damage cannot do massive damage. This is a balancing measure.

The save DC not to die from massive damage is 15.

Occupations:
Much like d20 modern, characters have a starting occupation.

Saiyans?
Saiyans obviously don't exsist in D&D, but lycanthropes could do just as good. Thier ecl could be lowerd if thier ability only worked during a full-moon, turned them chaotic evil automaticaly, (thus there is no garantee they won't destroy allies as well) and they become collosual sized! As another balancing feature this is thier only ability. So they don't gain other perks like other races. I need to develop a spell/power that emulates what Vegeta did to make a virual moon so as to activate oozaru form.

As for super-saiyan, that transformation could also be within a lycan's ability but requires feats to gain. The result of super-saiyan transformations tends to result in exhaustion or fatigue much like rage after the ability is over. Possibly with loss in vitality too. Especialy ssj3 form which augments vitality loss every round.

A chopping of the tail can negate oozaru form but not supersaiyan. Inorder to cutoff one's tail you must make a succesful attack that deals more damage then the saiyan's charisma score.

1/week the saiyan can attempt a fortitude saving throw DC 20 to recover his or her tail.

Androids are easy to emulate. They're called warforged. And with the limitless amount of aliens in the db universe, other races are good game.

Scouter:
Scouters can be devices that aren't super-natural, but scientific and thus are immune to anti-magic fields, but those aura supressing powers/spells can be used to mess with them. The scouters come in three varities.

Green Scouter:
Detects vitality and wound points. Makes it easier to discern how to defeat an opponent.

Blue Scouter:
Detects vitality, wound points, and powerpoints.

Red Scouter:
Unlike the older molders, you do not have to manualy press the button to activate your scouter. It works more like a car alarm. This is good because even though pressing the scouter is a free-action, it provokes attack of oppurtunity.

Skill System:
More like d10 systems. Skill systems work that when points are allocated. You gain an extra d20 roll and take the higher result.

Eternal Dragon:
As a measurement of power, eternal dragons should be dragons from the monster manual, with additional wish spell granteed. Dragons are forced to grant you a wish, the only differance is evil dragons will go out of thier way to make wishes corrupt, where as good dragons simply follow orders and are not responsible for any side-effects of your wish. They may try to make the wish as uncorrupt as possible. Neutral dragons don't go out of thier way either or for.

Autohypnosis/Heal Checks:
Heal skill checks can only be used to bringback a dieing creature, once dead it's impossible to heal them by these means. A healing spell however can ressurect the dead if they've been dead for less then an hour. The DC for healing wound points (1d4) or vitality points (1d12) it equal to how many wound points they've currently loss.

Autohypnosis can be made to prevent you from dieing, which you reach When you would reach 0 wound points you can make an autohypnosis check DC 20, if you succeed you don't die. You have to make this DC every twenty minutes.

Critical hits/misses:
There are none. The only differance between a 20 and 1 is the likelyness to succeed, and the fact that on a 20 you activate critical damage multiplyer/wound point damage automaticaly.

No mutlciassing or prestige classing:
Gestalt is enough.

Some Class Edits:

Fighter:
Gains a bonus feat every level from the [General] list.
Hit die d12.
All weapons proficientcy.

Varaint: Sneak attack fighter now gains sneak attack in place of his bonus feat. Thus at lvl 20 has +20d6 on sneak attack! Now that's dragonball!

Paladin:
Mount can be any good creature with HD 4+paladin's cha modifier.
Smite works on ranged attacks.
Good fort and will saves.

Ranger:
Apply AC bonus equal to favored enemy bonus against favored enemy.
Gains bonus on trip, grapple, and bull-rush checks equal to favored enemy bonus against favored enemy.
Track is now a skill (wisdom based), so ranger gains skill focus: Track first level.

Soulknife:
All good saving throws.
Hit die d12.
Track as class-skill.

Bard:
Peform checks can now replace your attack roll.

Samurai (Complete Warrior):
Hit die d12
Good fort/will saves
Increase critical hits from weapon/unarmed damage by +1 at 5th level. For example, if a critical hit is x2, it's now x3.

Swashbuckler:
At fifth level, the swashbuckler gains a special ability that you can expend 4 skillpoints to allocate a sortof combat skill. When you roll your attack roll, for every 4 skillpoints you expended you roll an additional d20 and take the higher result.

Sorcerer:
Hit die d8
Diplomacy/Intimidate as class-skills

Scout:
Like the swashbuckler, at 5th level can expend 4 skillpoints to roll an additional d20 and take the higher result, this time on saving throws. However, 3 differant "saving throw skills" are taken. One for each saving throw type. So you have to expend 4 skillpoints for each saving throw.

Rogue:
Can apply poison without 5% risk of poisoning self.

Hexblade:
Gains bonus feat at 1st and any even level of the player's choice.

Warlock:
Hit die d8

New Invocation:
Stonespit. [Dark Invocation]
Effect: As a ranged touch attack, you can spit at an opponent which provokes attack of oppurtunity. If struck with the saliva, the foe becomes instanously turned into stone. Which can be negated by flesh to stone, remove curse, or the death of the warlock.

Spellthief:
Permanently learns spells/powers he steals, can cast/manifest them a number of times per day equal to spelltheif level, and manifests psionic powers at maximum augmentation automaticaly.

Ninja:
At 11th level can use two-handed weapons one-handed without penalty. He however cannot use two-weapon fighting with a two-handed weapon, but can apply the surplus 1/2 damage increase to attacks if wielding two-handed.

Knight:
At 5th level applies another die to weapon/unarmed damage. For example if a weapon deals 2d6 damage is now deals 3d6 damage.

Well, it looks to me like you got your bases covered. My old group did a DBZ game using Marvel Superheros that worked really well. One of the things we had though was what we called "calling a clash" which basicallt represented the looped bits of fighting animation of swing, dodge, swing, dodge etc. with both players rolling their fighting skills. Whoever rolled better basically had a "free shot" at the other guy, but no use of special energy attacks or power-ups. Just a good solid decking.:D And don't forget the handyness of CapsuleCorp technology. I recall Bulma usually having a full CC kit with her most of the time, and other characters having at least 1 or 2 CC devices.
