The title says it all. Can you merge Risk, one of the best strategy games out there, with dungeons and dragons? No, I'm not looking for Dnd Minis. I'm looking for something on the scale of entire nations fighting it out, with all of the political backstabbing that goes with it.

So you mean Risk + Diplomacy + D&D?

Its easy to set up a game based on a D&D world or continent using the Risk system. They did it with Lord of the Rings, and they have a Mythology risk where the gods all fight each other.

What exactly are you looking for?

A system that you could apply to already existing campaigns to find out a nations military strength and such things. I've tried to make one myself, but it always flopped.

Well, start out with the nations you're going to use in the Risk game. If one country is composed of goblins, orcs, and hobgoblins, have each one be represented. Give people a starting race. Based on their starting race, their attack power should be stronger or weaker, but their reinforcements should take longer to arrive. The higher the power, the more turns it takes for reenforcements to arrive.

When you control a country, you decide what race the countries soldiers will be.

For example, orcs have an attack rating of +2. It takes a country 2 rounds to produce more orcs. Humans have a +3, and it takes them 3 rounds. Dwarves have a +5, and it takes them five rounds.

One of the main issues is that for this game you need a DM type character. It should probably be the same person who will be running the world that you play in. He should control the problematic races, Eg Drow, Mind Flayers, Dragons, and use these races to shape the world around him to his pleasing.

Races get a -1 attack power if they are enslaved (to a minimum of 1, which explains why so many people decide to enslave goblins.)

A special action which should definitely shape how the race that does it is perceived is Animate dead. Effectively, The priests of a Nation goes onto a nation's battlefield, and animate all the dead from the battlefield. this creates an equal number of units as where destroyed last turn as +2 Zombies.

Yes, I know this is more bookkeeping than Risk, but I think it could easily be used to make a world.

Mmn. Too much book-keeping means that people won't want to play the game, remember.

Heroes of Battle is the book for such games.
Also Birthright is a setting more or less aimed on such campaigns.

I have heroes of battle, but it isn't much help in setting up a huge, trojan war style game.
