Alright, I'll lay it out as I see it right now.

This world belongs in a cosmology much like the normal one, it starts off with a plane that contains all the worlds that the deity has build, then from there you have your light and dark planes(forget the names at the moment), then you have your material planes. but it works more like a spherical pattern that is always in rotation around the plane of worlds. outside of this sphere is the plane of deities which is as the title reads, a plane where all the deities are. Nothing to special, but it limits the travel between planes because a plane is rarely in the same spot, which is what I want because I really don't want outer planer creatures or characters just yet.

Now in the actual world it is a very simple setup. You have one evil ruler, I believe I'm going to make it a black dragon, and have his cult members the enforcers of his laws(His alignment is Lawful Evil). His three sons and one daughter(all half dragons because he is the only dragon on this planet, once again I don't want cheesed half dragons in my campaign) are the ones actually controlling the four former counties. This turn over of power happened about 40 years ago, so the people in the world have not forgotten the freedom the once had, but the rebels are few and far between.

Now for the dragons motives for this. The deities laws are simple, the live forever, and have the powers to control and create worlds, they can't effect each other. If someone from there own world is strong enough to defeat him or her, they then take their position and their worlds to do what they want, and then they inherit the powers. So my Dragon has been trying to obtain this power, and figures it could be possible by controlling the world, and then have people work hard to create ways for him to be more powerful. This includes weapons and armours, magical devices, and the like. While this is happening, technological advances will be beyond what would be in a normal campaign and hopefully make the world a bit more interesting.

I'm hoping by the time the party faces the dragon they are about level 15, so I plan on starting them somewhere between 7 and 10, and then just let them do what they want.


So what I guess I'm looking for here is suggestions on making it better, opinions, but more importantly, kinds of monsters I can put in a world that is rarely effect by outside planer creatures.
