I want to build my assassin a sanctuary/hideout, and I didn't think the prices for aboveground houses would really fit.

Alright, building strongholds / hideouts is a righteous pain in many ways, but I've got the SBG, so I can at least give you the WotC answer to the question. Depending on how deep you want to go, there will be a modifier for depth. Near the surface, it costs the same as a normal building, and even less, because you don't pay for walls. After that though, it jumps in price pretty fast.

To calculate the total cost, you figure out how big you want it to be in squares, how fancy you want it to be, IE: what types of rooms? and then you can calculate the cost from there.

Isn't move earth and similar spells quite cost-effective... I remember they were in 3.0 at least.

Yes, if you have access to certain spells, you can also apply those as modifiers to the cost. In fact, the main issue in a lot of the stronghold creation is dealing with all the various modifiers that you can apply to the separate pieces of construction. Do you live on a plain / mountain / forest, are you urban / rural / mix, ect...

I didn't want it to be too deep, right underneath my tavern was where I was going to put it. So It'll just cost the same as aboveground? That was simpler than I expected. It's nothing too fancy, just stone walls, no elaborate dwarven craft.

If your tavern stands on dirt - it's the same cost as above ground. If it's on the rocks, you don't pay for the walls - or at least you pay only for making inner side of the walls - so what you described may be even a half the price of aboveground. However, you must make it the way that the construction stays secret and deal with a building that's already on top of new construction, so... I'd rate it 100% (rocks) - 150%(dirt) of the aboveground construction, if I would be your DM.
