Define "wrote Laws"

Do you mean a complete legal system or do you mean something simplistic like Dont Kill, Dont Steal, etc?

Presumptively Permitted Spells

Most authorities hold magic to be forbidden unless explicitly permitted. Magic spells and items easily used for illegal ends, from a wand of fireball to a hat of disguise, require special permission to acquire legally (often as an agent of the authority issuing the permission, but sometimes simply as a subject who has proven trustworthy enough to acquire a permit), or must be acquired on the black market as contraband (or crafted by an item creator independently).

However, the Mage Council of Thellis publishes a biannually-updated list of spells which it recommends to be considered "presumptively permitted" -- i.e., spells which are legal for anyone to cast if they are capable, not just those who acquire special government permission. Such spells include curative magic such as remove disease, industrial magic such as fabricate, and certain pieces of transportation magic (transportation magic which can be used to enter locked buildings, such as dimension door or teleport, are off of the list, but transport via plants is permitted, since it cannot be used to enter enclosed buildings unless they have big plants within.)

The Mage Council's recommendations are not binding, and it has no legal authority, but some authorities adopt its recommendations for presumptively permitted spells (although what laws they have regarding magic off of the list, and how they punish transgressors, varies widely). However, there are a many other authorities which do not implement the Mage Council's recommendations, and many others implement it with certain reservations, accepting most the list but adding a spell to the list here or taking one off there in terms of their own laws.

A class of mages known as magician-practioners (http://forums.gleemax.com/showthread.php?t=970347) has developed in response to these legal conditions, specialized in using presumptively permitted magic.

The Doctrine of **** Sui Generis

First devised by the elven philosopher-jurists sometimes referred to as the "lawyers of chaos" shortly after the Departure of the Aboleths, this is a legal doctrine used by the Confederation of Couer-Faen. Since the Confederation consists of "free tribes," the Doctrine of **** Sui Generis is used to determine which aspiring members of the Confederation are considered "free tribes."

The doctrine is somewhat vague in precise legal terms, and its application is often determined more by tradition than by precise criteria, a source of frustration among tribes aspiring to join, but it's essential statement is that "humanoids ought to live their lives as their own ends and govern themselves on their own terms, not as instruments of some alien being or organs of some corporation."

A number of political systems are excluded by this doctrine. Most obviously, tribes of humanoids which are under monstrous control, such as being ruled by a beholder, fail to meet the criteria of **** Sui Generis, since humanoids are "instruments of an alien being." Tribes which have slavery also fail its criteria for the same reason. A tribe which is internally divided into castes which fall under seperate jurisdictions also fails to meet the criteria, since it treats people as "organs of corporations" (castes, in this case). Hereditary monarchies are likewise excluded.

The doctrine of **** Sui Generis, however, does not require that tribes actually be democratic to meet its criteria. It simply requires them to have a transparent governing process which applies universally to the whole tribe, which generally assents to the process. A small tribe which governs itself through direct democracy, like the Athenian polis, meets these criteria (except for the existence of slavery in Athens, that is), as would a larger tribe which uses a representative democratic system.

However, entirely non-democratic systems can meet the criteria of **** sui generis: for example, one in which all good-aligned people capable of casting divination or manifesting psionic divination are permitted to join the ruling assembly, so long as they swear an oath to attend the assembly when it meets and use their powers to serve the good of the whole tribe pass the **** sui generis test, so long as the majority of the tribe approves of this system.
