I'm making a campaign where the mayor of the main city has either been killed and replaced covertly, pretending to be the same guy, or maybe possessed. I don't really know what race would be the best for it and was hoping you guys had some ideas. I'm looking for a race that would have no problem framing people throughout the city just to have executions going for his own entertainment. thanks for your help.

Dopplegangers tend toward true neutral, but can be of any alignment. Back in 2E, we had an awesome adventure fighting a nest of evil dopplegangers.

Anyway, some other possibilities:

Mind flayers (MM1)
Yuan Ti (MM1)
Vampires (MM1)
Demons (MM1 and FC1)
Devils (MM1 and FC2)
Dragon (MM1)
Lycanthrope (MM1)
Avolakias (MM2)
Yak Folk (MM2)
Tsochari (Lords of Madness)

Or you could use a Yuan-Ti/demon combo. The Yuan Ti, remember, are a psionic race and evil; they are manipulators par excellence.

rakshashas and changelings can work, too, but doppelgangers are your best bet.

drow are pretty devious but im not sure if they're what you're looking for. or you know, you could just use humans.

A kalastar (spelling?) Quori nightmare. Just throwing that out there, In the Ebberon campaign settings. Psionic prestige class, very powerful. actually any psionic race being a quori nightmare if you want a real challenge for your party, the class is very tough on melee classes.

This is right up a Rakshasa's alley. Rakshasa's are sadistic spirits capable of assuming another's shape and Detecting Thoughts as needed, making them very capable of assuming another person's identity (+19 disguise when acting). As a 7th level sorcerer, you can give them what spells they need to keep up the charade (or even add levels if you're needing a really high level adversary).

Since Rakshasa's would enjoy manipulating others to obtain wealth and see the fleshies squirm as they are framed (he might even cast "Charm Person" and "Suggestion" to get them to confess publicly), they fit in well with your setting.

An Hag covent. With Veil, they can look like anyone. Each one could have replace a key personality in this village. Throw in additional NPCs with shameful habits, and it'll be a fun to investigate who's really who!
