I believe it was Cityscape that I used to determine a population of 120,000, and the average guard unit that one might encounter. If I remember correctly (I don't have the book on hand atm) the group consisted of two level 15 and three level 7 NPCs. What I need to determine is what the logical level would be for an NPC that has lived in this town since its creation, working diligently at their class or specialty - be it combat, spellcasting, or crafting. Unfortunately, this probably requires a piece of information that I cannot decide how to obtain - that is, how long it would take to build a city that has developed from a Hamlet class to a Large class. The background behind this city's growth is that a Diamond mine (discovered within their Coal mine) allowed the Nobles (who funded the city's growth and have ruled over it since the beginning) to fund the rapid expansion of their town borders. I don't want to arbitrarily set NPCs to level 20, just so the players won't get on their bad side. I want to try and make this as logical and realistic as possible, and then make whatever adjustments are necessary to keep it fun. Would there be a hierarchy of levels for a city size? Say, x% level 20, y% level 15, z% level 10, and so on? Thank you, in advance, for your input :) |
