Okay, two reasons why I chose that title:

1) To grab your attention
2) ... well why not try it?

So far, from the link above I have basically done almost nothing. But I thought I'd share it with you and to get your feedback thus far.

ATM, it is suitable for any edition of D&D, as I have not put anything like mechanics into it at all (just a general idea, some vocab, a pic) and I should think that if I want it for 4E, it will be pretty darn impossible to put mechanics into it when they haven't been released yet!

I think you should use the Lovecraftian D&D option from page 284 Call of Cthulhu as a general guideline, it seems to capture the flavor of divine magic you are going for.

Quick logic question: Divine power is based on faith, it isn't "mutant powerz" that simply happen to people, how do you reconcile this with your campaign premise?

I'd also so defining appropriate class selection is an important part of defining a campaign setting. A hodge-podge of anything goes is pretty generic and limitations define much better than potential.
