We know what is inside the walls of your overcrowded city but what about the Shanty town outside the walls?

Kalvar the Red exited the gates of the City surrounded by fifty of his soldiers and looked apon the impoverished mass before him. He signaled his soldiers toward the hovels and leantos.
"Burn it! Burn it all!"

In my campaign I pictured that there are certain areas where refugees have built up shantytowns or in some cases where people come for work have done so. Displaced population is a common theme at the moment in my game.

Common features of shantytowns would be lack of planning, lack of proper hygiene (though it might ironically be no worse than that of the city nearby) and lack of certain services. In my Twilight 2000 campaign player characters would sometimes trade expert services for information or work--sometimes they would find services that were not immediately usable among the population as well.
