Trouble in the details [Archive] - Wizards Community

I am working in a group of 4 lvl 6 characters: druid, wizard (conjurer), barbarian and fighter. Their first advernture had them defeat a group of Vecna worshiping wizards/sorcerors who were building up an undead army to conquer the nearby village. Fortunately the PCs were able to stop them before the army got to large.

Now what I want to do is to bring back one of the four masterminds from that adventure. I know I want him to come back as a much more powerful caster, but also want him to have an item of power that allows him to command a large army of creatures, not all (or even the majority) being undead. I was thinking of giving him a magical suit of armor that gives him battle prowess, but does not have arcane spell failure.

I want him to be able to inspire fear in the surrounding country side, which is mainly comprised of farmer/peasants, as well as to have some personal motive for coming after the PCs. His lover was one of the other members of the origonal villains (undead summoning Vecna worshipers) and I think that could inspire a sympathy for his cause, even though he takes his methods to the extreme, especially since the PCs took her head with them as a trophy.

Any help you could give flushing out this villain and motive/method would be helpful. The PCs will be between lvls 6 and 8 for the adventure.
