I've recently finished an article walking someone through the design issues of a Local Campaign Area. It is available at http://inkwellideas.com/?page_id=32 or go to www.inkwellideas.com and look for the link in the left sidebar.

It covers:
-Terrain and Climate
-Races
-Cultures
-Technology
-Governments
-Settlement Types
-Settlement Sizes
-Drawing Settlements
-NPCs
-Creatures
-Fantasy Elements

A companion article with examples will be available shortly.

Constructive criticism welcome here, on the site in comments or through email. Thank you!

Interesting but somewhat incomplete. Every thing you cover is covered by two fields...Geography and Anthropology.

1. Your list of Governments missed the first, oldest and most stable form of Government (Commonwealth). Catal Huyuk had five thousand years of it and sheep herding, farming, hunting, gathering and Trade.
It disintergrated under the change to centralized government and religion.

2. There are reasons settlements are located where they are and why they specialize. A network failure can kill a settlement that is network dependent.

I wrote an article you might want to look at.
