The actual rule is that a monster's CR is equal to [Monster CR + PC levels] or [Monster CR + NPC levels - 1]. This has nothing to do with player characters (CR is for monsters, ECL is for PCs), and so doesn't apply to your situation. However, you can houserule it so... although I believe that most would agree that two NPC levels would at least slightly overpower one PC level. A more proper houseruled ratio of NPC to PC levels would be 3:2 or 4:3. |
