If the warlock was given the ability to use it's eldritch blast as a melee touch weapon that threatened out to 10 feet, what penalties shoud the class acquire to balance this.

Perhaps a mandatory feat/invocation tree?

Invocation: Hidious blast

Feat, Manafest Eldritch blade ( creats a pillar of eneergy in your hand that you can use as a weapon that makes touch attacks, and threatens out to 5 feet)

Feat, Extend Eldritch Blade ( threatens out to 10 feet )

Feat, Weapon Finess


Is sucking away an invocation and 3 feets worthy of such a powerful combanation?

The feats you are looking for are in the PHB:

Expertise (prereq.) (need int 13+)
Improved Trip (touch attack)
Exotic Weapon Proficiency: Spiked Chain (reach or within 5') (need bab +1)

The invocation Hideous Blow specifically does not need to do damage with the attack that releases the damaging eldritch energy.

The only down side is that if you are not strong, you may have to drop your spiked chain to avoid being tripped yourself. But with two other feats (one in complete warrior (a "sibling" of complete arcane)) this becomes less of a problem:

Lightning Reflexes
Prone Attack (need dex 15+, bab +2)

So I would say go for it.
