Okay, I understand that I am limited to spending up to my level on power points for any manifestation. (At least I think I understand that part.) Now, if I am augmenting my powers, does that same limit apply, since I am not actually spending any power points?

I don't understand what you're asking.

Here's the summary of how Wild Surge works.

Say you're a 3rd level wilder (Wild Surge +2). You can spend up to 3 power points on any single power.

You can also choose to Wild Surge that power, increasing your manifester level by 1 or 2. Unlike the Overchannel feat, Wild Surge also supplies the extra power points -- meaning that if you were to manifest a fully-augmented (3pp) energy ray, and Wild Surge for 2 on it, you'd get the effect of a 5pp energy ray even though you only spent 3 points.

You don't even have to spend all the points you can on these -- you could manifest Energy Ray for 1 point and Surge +2 it, getting the effect of a 3pp energy ray for 1 power point.

The downside to this is that Wild Surge comes with a cost -- Psychic Enervation. Surging for 1 extra manifester level gives you a 5% chance of enervating, while surging for 2 gives you a 10% chance. If you enervate, you lose a number of power points equal to your manifester level (3 in this case) and are dazed for one round.

Let me try to rephrase...

I am in 5th level, so I can augment 2 levels, making me a 7th level manifester...

1) That means I can spend 7 points on any one power at a time, correct?

2) So at 5th level can I augment Earthwalk to a swift action, which would cost 9 points were I not a wilder?

Nope, you can augment to 7, not 9.

It basically works like an addition to your Manifester Level that provides the extra power points when you go above your level.

You're lvl5, you normally manifest 5pps at a time (can't spend more PPs than your manifester level on a power).

You can Wild Surge and add +2MLs, complete with free PPs thrown in to augment that power, but you might Enervate.

So, 5+2=7, no higher.

It seems to be that you're adding Wild Surge twice here. You still cannot go above 5pps normally, and Surge lets you go only 2 higher, no more.

Look at it this way. When you wild surge, the SURGE provides the extra power points for the increased ML.

This means that you can spend up to 5 power points on a power, and if you Surge it, it behaves as if you had spent one or two more points on it than you did (depending on whether you surged 1 or 2 MLs).
