Would it be kosher to switch the type of damage that most of the maneuvers do from fire to electricity?

It depends. There are fewer monsters resistant to electricity than those that resist fire, so in a way it'd be an upgrade. However, since most of the fire-based damage thing is just flavour, it certainly could be changeable.

The actual answer to your question probably varies from campaign to campaign. You should discuss it with your DM, see what he has planned, and work to adjust things accordingly. For example, if your DM planned to run a campaign on the Elemental Plane of Fire, or a demon-heavy campaign, there's a very good argument to be made for switching elements simply to allow the character to do what he's supposed to do.

Mmm. People will have their different opinions on this, but it really doesnt seem that overpowering. DW is already considered the weakest school since most of its blast abilities don't stack with weapon damage, and/or can be avoided with a save. Shouldnt be too much trouble to change Searing to Shocking, and so forth.

Or you could copy it, change all meantions of "fire" to "electricity", call it the Storm's Thunder discipline and ask your DM if you could take maneuvers from it :P

I'm actually calling it Storm Hammer.

The thing is, I am the DM. It's just a matter of flavor. My players are going up against a Blue Dragon worshiping desert tribe. One of them is a sword sage that specializes in Deseret Wind.

A player of mine recently asked for that. I allowed it.

While there are less monsters who are resistant to electricity than fire, resistances don't come up so often that it makes a huge difference. Psionics lets people switch elements fairly arbitrarily, after all.

Since this is an NPC, though, go right ahead. Trust me, you can give NPCs far more unbalancing things than that without any trouble whatsoever.

It really depends on your DM. Personally if you are doing it for floavor reasons I would allow it, but if ur just trying to optimize with another ability then I wouldn't.
