I am not sure what true spellcaster should be but I think it should be made to be worth the final level but not overpowering otherwise all you get is a 7th and 6th level spell at that level.

This chart makes the casting scale a bit better, it looks more fluid and the lower level spells make more sense concievably, it also encourages the use of lower level spells. I am thinking maybe true spellcaster would allow you to exchange slots of lower levels in cobination of levels equal to two higher, to cast or memorize (depending on sorc/wiz) a higher level spell. This would allow for a system similar to spell points, but only availible at level 20. This also discourages immediate use of the highest level spells and more concentration on enhancing and broadening your lower level spell casting, meaning players will be less munchkinly (hopefully). I don't think the change in the number per day is significant enough to cause any real problems, the one other thing I think should change is I think you should add your casting stat's bonus to your number of 0th level spells per day, just so it makes sense and you don't cast less 0th level spells than 1st.:D
