Class Features
All of the following are class features of the fighter.

Weapon and Armor Proficiency: A fighter is proficient with all simple and martial weapons and with all armor (heavy, medium and light) and shields (excluding tower shields).

Bonus Feats: At 1st level, a fighter gets a bonus combat-oriented feat in addition to the feat that any 1st-level character gets and the bonus feat granted to a human character. The fighter gains an additional bonus feat at level 3 and every 3 fighter levels thereafter (6th, 9th, 12th, 15th, 18th). These bonus feats must be drawn from the feats noted as fighter bonus feats on Table 5-1: Feats (Page 90 Players Handbook). A fighter must still meet all prerequisites for a bonus feat, including ability score and base attack bonus minimums.
These bonus feats are in addition to the feat that a character of any class gets every three levels. A fighter is not limited to the list of fighter bonus feats when choosing these feats.

Tower Shield Proficiency: At 2nd level a fighter gains proficiency with tower shields. Like all characters he still suffers a -2 to attack rolls due to the bulk of the shield.

Weapon Specialization (Ex): A fighter is a master of weapons and as such knows how to better wield them. Whenever a fighter attacks with a weapon with which he has the Weapon Focus feat for, he applies a +2 bonus to weapon damage rolls.

Feat Mastery (Ex): A fighter relies heavily on feats for his combat edge and learns how to overcome his own limitations. Whenever a fighter of 5th level or higher gains a feat and chooses a feat from the list of fighter bonus feats, he can treat the ability score prerequisites of the feat as if they are 2 points lower.

Eg. Normally the feat Combat Expertise requires an Intelligence score of 13 or higher, a level 5 fighter could take that feat with only an intelliegence of 11.

When a fighter attains level 14 in the class he can treat the ability score requirements of a feat as if they are 4 points lower.

Rapid Strike (Ex): A fighter further hones his mastery of weapons to allow him to strike like lightning. Whenever a fighter of 8th level or higher makes a full attack action with a weapon he has the Weapon Focus feat for, he can choose to apply a -4 penalty to all attack rolls for the round to make an additional attack at his highest attack bonus. This ability does not stack with any other class features that allow for an additional attack (like the monk's flurry of blows).

Greater Weapon Focus (Ex): Whenever a fighter makes an attack with a weapon which he has the Weapon Focus feat for, he gains a +2 bonus to attack rolls with it (This bonus overrides the bonus from the Weapon Focus feat.)

Greater Weapon Specialization (Ex): Whenever a fighter makes an attack with a weapon which he has the Weapon Focus feat for, he applies a +2 bonus to weapon damage rolls (this stacks with Weapon Specialization netting a +4 bonus to damage.)

Greater Rapid Strike (Ex): A fighter's penalty to attack rolls while using Rapid Strike is reduced to a -2 rather than a -4.

Decisive Parry (Ex): Once per round, the fighter can make an attack of opportunity to deflect an enemy attack. The fighter must be wielding a weapon with which he has the Weapon Focus feat for. The fighter rolls the attack of opportunity normally as if he were attacking the foe, if the enemy has any dodge bonus to AC against you, these also apply. If an enemy has concealment the fighter must also roll miss chance. If the fighter's attack roll exceeds the enemy's attack roll then their attack misses. This attack counts as the fighters’s attack of opportunity for that round. Even a fighter with the Combat Reflexes feat can’t use the decisive parry ability more than once per round.

Note: If an enemy is using a feat that normally denies you an attack of opporunity against their movement then you cannot use decisive parry against them. An attack by a tumbling foe can be parried normally.

I like this. Perhaps making this ability into a feat of its own might work even if you want to stick with the basic Fighter from the PHB. This way you could still take feats like Combat Expertise with a 'typical' Int Fighter, you just have to work harder to compensate for your lack of natural ability through increased training - very 'Fighter' IMO.
