No other base classes. Exemplar, a PrC, gets all skills too though

Do you really need all skills? I think your best bet is rouge.

There's the expert, but it's a NPC class. Also, a human or doppleganger can get the able learner feat, which iirc pretty much makes any skill a class skill. Are you looking for anything in particular?

P.S.: It's rogue, people.

The only downside of Able Learner is that it's still capped as cross-class skills.

The reason I'm wondering, is because in the campaign world i'm working on, i've made gnomes a culture with an ultra advanced educational system and i was kinda wondering what would be a good favored class for them

Make it a racial ability that they can select a number of skills as class skills no matter what and leave the favored class unchanged?

Bards make great sages.

The NPC Expert class can pick one of any 10 class skills. If you allow the Unearthed Arcana version, that might make an interesting favored class.

NPC Expert and Human Paragon can choose their class skills. Factotum gets all class skills, as does Exemplar. The Able Learner feat makes it so that buying cross-class skills costs only 1 skill point.
But overall, Vorpo's suggestion sounds good. Maybe gives Gnomes the ability to pick a skill or two at character creation that will always be in-class (similar to the class feature of the Human Paragon).
Though I have this odd feeling that I've seen a Gnome variant that did something similar. I think it was from Dragonlance...they either got massive bonuses with a specific skill, but always had to keep it maxed, or they could get any skill, but were limited to cross-class skill ranks...can anyone else verify if my memory is correct?

Yeah, but once multiclassed, it's not an issue.

Mostly, yes. As long as all your needed/invested skills are class skills of the classes. If not, they are still capped at half.

In areas of the Eberron campaign setting where they have advanced education systems, characters can take a feat called Educated. It makes all Knowledge skills permanent class skills. I suggest making Educated a racial feat for gnomes in your game, or replacing one of their racial abilities with Educated as a bonus feat.

I will second Inkbot's suggestion. Some skills just don't seem like the type you would learn from schooling (such as spot, listen, sense motive etc)

Yeah, I just give the gnomes in my campaign the Educated feat from Eberron as a racial bonus (part of their newer racial suite, replacing the bonuses against giants and kobolds, neither of which is native to gnome lands).

Educated is a good choice for this. Similarly, bards have all knowledges, and the handy-dandy bardic knowledge ability, both of which are helpful to model the knowledge one can get via a decent educational system.

Agreed, just make it the Bardic Sage Variant as the favored class
