The good old Shifter gave us the ability to shift into outsiders at lvl 9, but the new Master of Many forms don't.

Is there any way I can still become an Outsider?

Try Aberrant Wild Shape and then become an Aberrant with Outsider tag also?

Not sure it it will work, check the MoMF Wild Shape errata writeup and see.

Planar Shepherd.

If you actually play that class, though, you may as well be playing BESM or Exalted. It's so strong it makes Druid 20 look WEAK.

You want it, you got it. Of course they had to find a way to make Druids even more powerful. In fact the Druid gets everything she could ever want in the Planar Sherperd (Faiths of Eberron). Nothing screams broken right out of the box like a Druid that can Wildshape into an Outsider and create a Planar Bubble. Seriously, this is the "Lets call the whole thing off..." PrC. I play exclusively Eberron, but they really did break the mold with this one. I would love to say that this is one of those things that looks more powerful than it is in-game, but no, for a creative player, this guy really is pretty obscene. Heck, even an uncreative player can use this PrC to completely control a game. I pity the DM that lets this into her game. on second thought, no I don't.

There's a feat that allows Wildshaping into dragons. Would allowing wildshape into outsiders be more broken than that?

Outsiders, with their better spell-like abilities? Up to and including XP-free Wish?

Seriously. The druid does not need more power.

Doesn't stop the worst of its abuses -- Planar Bubble.

Whole-party Time Stop but better since you can target enemies and get 10 rounds to their 1? Yes please!

The class is broken, both on paper and in use. Worse, it's contagious -- if you allow it, everything it touches tends to break as well.

I'm tangenting a little bit here, but I'm curious: Is it possible to use the Planar Shepherd without breaking the game? Avoid certain planes? Certain monsters? It's such a great PrC flavour-wise, but it's power makes it to game breaking to be used.

Some planar choices are more broken than others, but all of them are pretty broken. Obviously, the planes with alternate time are among the most broken, but there are many other abuses to be found within the class. Since everything the Planar Sheperd does is tied to her choice of planes, this is a very important choice. The Outsiders she can wildshape into are based on her chosen plane. There are probably planes that are more benign than others, but you would have to work hard to make this anything less than the most powerful class in your group.

If you like the fluff, just play a Greensinger Initiate. Druid, with one feat. Done. The rest can be done with good spell selection and roleplay, without introducing the "Oh, I'm sorry, I thought we were playing Exalted" element.

(Note that I have nothing against Exalted; I'm choosing it here as an example because doing the impossible is routine in that game.)
