A Bladed Gauntlet wielding Swashbuckler, perhaps with levels in Duelist(you might want a good Intelligence score for Swash, so you can also benefit from Duelist). I think that would be pretty cool.

ooh bummer, now i saw that they can't use preciese strike and fight with two weapons.

i have two possability builds:

raptoran fighter 5/ tempest 5/stormtalon 10.
or
"N/A" fighter 5/ tempest 5/ weaponmaster 10.

The Windwright Captain from the Explorer's Handbook, (Eberron setting). A very nifty little class.

If you aren't playing in an Eberron campaign you could always talk to your DM about a variant that could work outside of the setting.

Outside of that I personally like Bards as possibile pirates, but just about any class could easily be made into a pirate.
