I borrowed it from a friend, but I still didn't have much time to read through it; I just browsed through the PrC section and feat section. It's an interesting book IMO; a couple of interesting PrC ( Arcane Hierophant and Champion of Corellon Larethian), decent feats, a new race of winged humanoids(Raptorians), some new exotic weapons (some are reprinted from CW but most are new). In conclusion, I'm glad my friend bought it and I'd allow it in my games, but I probably wouldn't have bought it myself.

If you like playing elves or halflings it's worth it, it has some stuff for centaurs, gnolls, cat people etc. It has a new winged race +LA 0 (raptorians) so if you wanted to fly you need it.
It has some nice PrC's (Arcane Heirphant, Champion of Corellion, Luck Stealer, Whisper blade)
It has quite a lot of nice stuff for druids / rangers.
I would rank it on par with Complete Divine, but below Complete Adventurer, but then I like elven druids ;)
