I am trying to make my AT into a specialist at ranged attacks either spell or bow or both. Can anyone give me some ideas. He is currently level 10.
Rogue 4, wizard 5, AT 1.

Sneak Attacks.

You want spells that help you deprive your foes of their Dex:
Grease, Invisibility, Blink. Later, Improved Invisibility and Greater Blink.

Also, one of the great things about AT is that you can (under the correct circumstances) do considerable damage with fairly low-level spells. As long as they require an attack roll and do damage, you can get SA.

Right now, you can use a pretty little spell like Acid Splash (which has no save and is not subject to SR) to do 1d3+3d6 acid damage. Not great for a level ten character, but not bad for a cantrip. Focus on spells that meet those two requirements.

There are a couple of feats, Reach Spell in CD and Ocular Spell in LoM, that can let you convert touch spells into ranged spells. You may want to look into them. For now, Spectral Hand is good.

Edit: If your DM will allow them (they are pretty powerful) Shivering Touch and the Lesser version of (from Frostburn) do Dex damage. This means they qualify for SA. (I believe that the additional, SA, damage would be cold damage, not extra Dex damage.)

Why can't a Ranged Touch spell that does no damage (like, say, Dimensional Anchor) be Sneak Attacks? I just looked at the Sneak Attack section under the Rogue in the SRD and didn't see "damage" as a requirement.

Because you need a source of damage to increase with sneak attack. A non damaging spell doing sneak attack damage just doesn't make sense.

The references that you are looking for that relate SA to spells is actually in complete adventurer and complete arcane.
