In your specific example, if an archivist joins the divine oracle prc, he gains access to the oracle domain, with whatever powers it grants. The spells from that domain are added to his spell list that he can choose from when choosing new spells known.

The prestige class does NOT effectively grant him extra spells per day or spells known. He must integrate the domain spells into his existing spell progression.

I know this subject is gone into detail in the Complete Divine, if you have access to it. I don't have it in front of me, so hopefully someone can fill in anything I've left out.
