Okay how does this look:
lvl 1 Human Warrior
Str-13
Dex-11
Con-12
Wis-10
Chr-9
Int-8
Weapon-Longsword
Armor-Chamail and a Light wood shield

I'm using these stats for my four soldiers in my hamlet (the fifth guy, a captain is going to be stronger).

Can anyone suggest some feats as well?

Regarding feats, think about Weapon Focus (Str 13 is only one point STR bonus) and toughness (no PC would take it, but for NPCs, the 3 extra HP may prove vital).

However, you might want to reconsider their armaments - chainmail is three times the price of scale for only one point of armor and longswords... I don't know. When I think of guards, I don't think of longswords, but of something less knightly. Reach weapons are quite practical since you get AoOs when people try to attack you, so what about a guisarme? Bows or crossbows may also be practical.

My general cheap soldier loadout is Brigadine Mail, Longspear, Heavy Wooden Shield, and Light Hammer. Very cheap, reasonably effective. Brigadine Mail is in Arms and Equipment Guide.

I'd probably use this and throw in a Light Crossbow as well, since it's essentially the quintessential "Cheap, decent, and quick to learn" weapon that just screams lowest bidder.

The normal guards may have scale mail, a longspear and a club

The leader may have a short sword, large wooden shield, a crossbow and chain mail

And for feats i would say alertness, and the leader may well have skill focus: sense motive.
