Is playing in a campaign without the use of action points going to harm my artificer?

If so, how, and how can I fix it (my dm is rather open to all manner of house rules)

Well if noone has action points your arti wont be hurting more than anyone else.

Actually, removing actions points does hurt the artificer more than other classes. As an "add-on" system to core D&D, action points provide mere conveniences for most characters; however, they are a built-in and critical part of the artificer; without it, it is impossible for him to "cast" in the middle of any actual combat.

Generally I've found that if you want to be able to use the artificer in a non-Eberron game, it's best to let him still use a self-contained version of action points. Give him 1 action point per day, +1 for every 10 artificer levels he; unlike normal action points, he can't save them up for the future, the total resets at the beginning of each day with his infusions.

Oh, okay, I had heard that artificers relied on Action points quite a bit, so I wasn’t sure.

Artificers are hurt by not being able to quicken their infusions if they don't have action points. For example, personal weapon augmentation normally has a casting time of one minute, making it unsuitable to use if a fight breaks out. If you spend an action point, though, then that time is brought down to a full-round action.

If you're not using action points, then talking to your DM about having a pool of points to use specifically for quickening infusions is recommended.

Serves me right, havent gone too indepth into ebberon, i just read the action point thing in the SRD.
