Use only what you get at lv 20. It becomes whatever amount it the chart says at lv up. Any previous XP regardless of whether or not it's higher than the new amount is lost.

However, if you do it right & your DM allows, you can use up the XP from previous lvs to make your own gear prior to the game & thus be able to have better equipment than normal starting wealth would allow. It's a really cheap trick, but it makes sense, so unless I don't like the player a lot(which is a rarity), I would allow it.

There are several things wrong with this picture but to answer the question your available crafting XP is only what you get for 20th level.

Realistically the DM should assign you XP instead of giving you a level and you can use that XP along with your "starting" wealth to create items instead of purchasing them. For an Artificer it is certainly reasonable to include a portion of the class's crafting XP that can be spent on these made yourself magic item. I wouldn't recommend the full amount however as some of that XP would likely have gone into consumables that have already been expended prior to your current level. In short you should get some wealth benefit to account for your crafting XP from previous levels.

What I think is wrong with the whole thing is "starting a new campain" at level 20 and then expecting to play a complex character type you've never used before. The Artificer is really one of the best example of the problem of going bam and starting at a high level without any of the development that should occure. The other problem I have with starting a campain at a high level is it makes some PrCs overpowered because the player never had to deal with the time of weakness to get there.
