I wouldn't be surprised at all if this has already been addressed, but if it has I wasn't able to find it.

I'm thinking of playing an Artificer, out of the Eberron Campaign Setting, in an upcoming game...that isn't set on Eberron, and won't be using the Action Points rules.

For the most part, this isn't a problem -- I can fiddle with the spell list a bit, replace a few of the Repair spells with something else, and everyone will be happy.

One of the minor Artificer abilities is that they can spend Action Points to make casting one of their spells a one-round affair, rather than several minutes (as most, but not all, of them take).

How to do this *without* an Action Point system? I'm thinking temporary ability damage, but this simultaneously seems too harsh AND not restrictive enough.

Any suggestions?

How about say like once a day or something.
And by the way I love artificers! :D

How about having "artificer points" that work exactly like action points, only that they can only be spent toward enhancing abilities as such, not spent on dice rolls.
