PHB pg. 25:

regarding a barbarian's fast movement ability, the PHB states that the benefit only applies when a barbarian is wearing no armor, light armor or medium armor and not carrying a heavy load.

it then gives the example of a human barbarian wearing no or light armor having a move of 40...but when wearing medium armor OR carrying a heavy load he would have a movement of 30.

there is also an example of a halfling barbarian having a move of 30 with no/light armor, and a 20 move with medium armor OR a heavy load.

does this make any sense? in the 1st paragraph they clearly state that a barbarian can apply his additional movement when wearing no, light, or medium armor. the only time the benefit would not apply would be when he was carrying a heavy load...but the examples they use counteract this.

so...which is it?

medium armor (and loads) slow you down. A human barbarian moving 30 ft in medium armor is still moving faster than normal. A normal human in medium armor will move at 20 ft. Likewise, a normal halfling in medium armor will be moving 15 ft. but a halfling barbarian in medium armor moves faster (20 ft).

A dwarf barabarian in medium armor would have a speed of 30 ft. Other dwarves would have a speed of 20 ft in medium armor.

Wouldn't dwarf barbarians be at 25 ft because thier base speed is 20 and would be 15 in med/hvy armor?

No. That logic is incorrect anyways, because a barbarian's fast movement effects his actual base movement speed (aka, his speed before you put the armor on).

A dwarf's base speed is 20. Barbarian fast movement adds 10 to it, so now it's up to 30. medium/heavy armor/load would normally drop this by 1/3 (back to 20) except a dwarf's speed is not effected by encumbrance or armor. So it remains 30.
