I have been thinking about the possibility of a Barbarian/Scout multiclass. It seems like it might be strong.

The Skirmish ability gives you additional damage whenever you move more than 10 feet, which you do whenever you charge. IIRC, a Barbarian/Scout with a greatsword would do 3d6 on a charge at second level, more later.

Also, Skirmish provides bonuses to AC, which could offset the charge or rage.

As far as I can tell, the speed bonuses from each class stack, so you'd move at 50 once you got a few levels in Scout.

You'd have great skills, especially in the wild.

Spring Attack could be truly nasty. You could move 30 feet to flank a monster, rage, drop it, cleave, then move another 20 feet to base a caster, or set up a charge for next round. Or, you could just use Spring Attack to make sure you always get the Skirmish bonus.

I was also thinking about Two Weapon Fighting instead of a two handed weapon. The Tempest PRC has some appeal for me, and the idea of a barbarian running around all over the place dual wielding battleaxes just seems cool. A Barbarian/Scout could not take Tempest before 10th level without at least one Fighter level. I realize that would be a difficult build, but it could still be alot of fun.

I was actually thinking of something like this: Shifter Barbarian 2, Scout 3, Fighter 2, Tempest 1, or wait until 10th- Barbarian 3, Scout 4, Ranger 2, Tempest 1

So, any thoughts on either idea?

So, do you guys think that would be an effective combo? If so, how would you go about doing it? If not, why not?

This belongs on the Character Optimization board more than here.

If you're trying to maximize melee damage, then you'll definitely want to look into abilities or feats that let you take more than one attack on a spring attack. The Tempest PrC is one such route, though you can also look at ways of getting pounce (druid wildshape into natural pounce forms, or the Wildrunner PrC from Races of the Wild).

You'll want Scout 5 to get the 2d6 skirmish. A solid base for the build is Scout5/Barbarian2, after which you'll want to start looking into prestige classes. You can take more scout if you like, since it has a lot of nice abilities. I wouldn't go past barbarian 4 as there are many prestige classes that will serve you better there.

One prestige class I like is Nentyar Hunter (Unapproachable East). Take three levels there for some ranger like abilities and another boost to speed.

Other classes that advance skirmish are: Highland Stalker (Complete Adventurer), and Peregrine Runner (Races of Stone).

I could yammer more, but I need more info on what direction you want your character to go (and yes, the char.op. boards are a much better place for this sort of question).
