Can a barbarian put tatoos on himself in the wilderness? If he can is there a check or can I just do it?

Depends on what you want the tatoos for. If they're just tatoos for the sake of having them, then I'd say either just go for it or do a Craft (Artwork) check with a DC of 10 or so. If you don't have the inks on hand you'll have to do a Survival check (I'd say DC 13-15) to find the appropriate substances. It's honestly up to your DM though.

If you want any signifigance to your tatoos, I suppose I could throw together a Craft (Artwork) check list.

Tatoos: Only 1 tatoo may be applied to a creature at a time. Increase the DC by 2 if the tatoo artist is applying the tatoo to himself.

DC 15: Frightful Paint: +2 to Intimidate checks. Increase the DC by 4 for each additional +1 you wish to apply.

DC 15: Blending Paint: +2 to Hide checks for in a kind of terrian selected upon applying the paint. Increase the DC by 4 for each additional +1 you wish to apply.

DC 16: Scrollskin: Allows a creature to cast a spell of level 0 or 1 as though it were a scroll. Creatures unable to cast the spell inscribed must make the appropriate use magic device check to activate it. Increase the DC by 3 to increase the maximum spell level by 1.

I suppose I could think of more, but this should work if you want something special for your body paint.

Also consider scarifications. No need for ink. All you need is a sharp blade or a hot bit of metal. Very tribal, or primative, feel to it.

I saw a couple tattoo feats on the boards that let you get bonuses to various things. An example would be the toad, burn a use of rage and gain spell resistance for little while.

I dont know the thread there on but i have them on my computer if you want me to post them, just pm me or post ur request.
