Does the fast movement a barbarian gets stack with the fast movement of a scout at level 3? For example, if base movement is 30' would a barbarian/scout 2/3 have a 50' movement?

Yes indeed, I believe they would.

Not sure -- how is a Scout's fast movement worded?

A Barbarian's fast movement makes his speed 10' faster than the normal for his race.

A Monk (to use a PHB class) gets an enhancement bonus to his speed.

So if you had a human ex-Barbarian/Monk character, you would lose the ability to rage, but you base speed would be 40' as long as you were at most in light armor and at most carrying a light load, and the Monk's enhancement bonus to movement would stack with that (as long as in no armor and carrying at most a light load). The same character could carry a medium load and still move 30' -- 20' for human with medium load +10' for Barbarian fast movement ability -- but in addition to movement some other Monk abilities would be lost.

Getting back to Scout -- if the ability description is like a Barbarian's then I would say they don't stack, as in both cases the class lets the character move faster than the normal speed for his race -- but if it gives an enhancement bonus to speed then yes it would stack.

They stack. The scout gets an enhancement bonus to his speed. Barbarians get an untyped increase to their base speed. Items like Boots of Striding and Springing would not stack with the Scouts ability, as the enhancement bonus's overlap, but the boots would stack with the Barbarians fast movement.
