This doesn't necessarily provide any kind of real mechanical bonus; the bard would still have to concentrate on a bardic music effect that requires concentration, and wouldn't get any bonus to Perform checks required by bardic music effects. It's mostly just a flavor thing. It might allow a bard to use Perform(String Instrument) without actually possessing a string instrument, but then summon instrument is the same level anyway. On a related note, if this were possible, would you allow the bardic music effect to start on the same round the spell is cast? Ordinarily casting the spell and starting the bardic music are both standard actions, but I could see this as analogous to a spell like shocking grasp where you're allowed to cast the spell and then make a touch attack with it in the same round.

However, the Bard could Quicken a Ghost Sound and use Bardic Music in the same round. This will cost him a 4th level spell slot.
