I noted a site that stated that a Bard initiates his Inspire Courage ability on his turn, but that it doesn't take effect until the next round.

I don't think this is right, the Inspire Courage ability takes effect immediately for everyone able to hear the Bard perform, but the Bard can't make use of it on his turn because he has expended his standard action. However, any ally going after the Bard's turn, even in the same round, can.

Am I missing something here ??

I thought I remembered something akin to that, but looking through the SRD right now, I don't see anything of the sort. Might've been a 3.0 rule.

And yes, since the bard has used up his standard action to begin inspire courage, he doesn't have one left to make an attack. However, the bonus to attacks and fears saves still affects him immediately upon hearing his own music; for example, if a nearby enemy moved out of the bard's threatened space before his next turn, the AoO he makes would have the bonus applied to it.

Ther were joshing you. Or misinformed.

True, the Bard can't normally inspire and use the bonus to attack. He does benefit from saves though.

There is a feat in the ToB called Song of the White Raven that allows a Bard to Inspire Courage as a Swift action.

There's also animate instrument, and a couple other ways.

Where is this stated? I don't see it in the SRD.I never said it was in the SRD. It's on a 3rd party site. I was just confirming that my understanding was correct and the site wasn't.

And the bard does get the bonus to attack, he just can't usually make an attack that turn.

That is a 3rd edition version of Inspire Courage, they changed it in 3.5. If the site is suppose to be about 3.5, they need to update this rule.
