Bards can heal.
Bards cast arcane magic.
Bards can take the feat scribe scroll.
Bards can make Arcane Healing Scrolls.
Wizards can Learn Arcane Spells from Arcane Scrolls.

Why cant a Wizard learn the bards healing spells?
And why doesnt he?

To use a scroll, the spell must be on your class list. Cure spells are not on the class list of the wizard.

Yes, but that's what Use Magic Device is for. If a Wizard has ranks in Use Magic Device, he could indeed cast the cure spell off of the Bard's scroll. Otherwise, no go.

As previously stated, Cure spells are not on the Wizard's spell list, so Wizards cannot prepare or cast them.

I need to get my handbooks back...
Could anyone with the manual at hand correct me if at the class description it doesn't say that hey can cast any arcane spell/scroll?

You can't be serious?

Wizard absolutely 100% without doubt of possibility of failure can not learn just any arcane scroll. The name of the scroll (in this case Cure Light Wounds for example) must exist on the Wizard class spell list to be prepared and cast by the Wizard (check wizard class writeup).

No, what you want is an arcane version of the archivist. The Archivist can learn all divine spells.

The wizard can't cast arcane cures because for some reasoon, curative magic isn't part of the flavor text WotC want to shove down your throat about the wizard.

There is no balance reason to stop him.

I re-read my PHB today (3.0) and couldnt find any "wizzys can only learn spells from here d00d" but instead found a "thy shall learn every single arcane spell, thus transcribing it shalt it lay on a parchment piece, because so is the will of destiny·"
Still WoTC seems to whim disacordingly.
*sigh*
not a thing i can do about it

Cosmopolitan Learning [General]
You have studied all froms of arcane magic, learning the methods used by several different cultures and schools of magic.
Prerequisites: Arcane caster level 1st, Spellcraft +4, must learn spells by scribing them into a spellbook
Benefits: You may scribe any arcane spell into your spellbook, using the normal methods for your class. For each spell that you learn in this way, you must pay one Xp per spell level (no cost for 0-level spells).This is, of course, assuming you want to stick with the 'standard' DnD flavor, and still want a Wizard to be able to scribe any spell into his book. This also covers those nifty Wu Jen spells that Wizards can't normally get ahold of. The Xp cost is laughable, but it should keep your Wizard from going overboard with it.

it may be any spell but a bardic version of such powers have requriments to use arcane focus on the instrument

im pretty sure thats not true.
bards spontaniously cast, what about bards who SING?

and what then, is the spell "summon instrument" for?

Uh... no, actually. First, the requirement is that all Bardic spells have a verbal component, not use an instrument. And second, that's a requirement of the Bard class not Bard spells in general.

Ok, see, Bards do, in fact, need an instrument (or their voice, if you wanna go that way) in order to use bardic Music. Also, it fits the theme of the Bard in that they play music. A lot. But the most important thing is... how the hell are they supposed to use a spell to summon an instrument if they need an instrument to cast the spell?

I mean, really...

Spells

A wizard casts arcane spells which are drawn from the sorcerer/ wizard spell list.
Note, "from the sorcerer/wizard spell list". Simply writing a spell into your spell book doesn't do it -- you need something (like the class abilities of the Wyrm Wizard or Recaster PrC's) that adds it to your spell list. This is why it is generally accepted that the Extra Spell feat doesn't let you grab any spell from anywhere -- it's missing that vital "adds it to your spell list" language.

I call you on that. I don't have a 3.0 PHB, but I have the 3.0 SRD and the 3.5 SRD and the changes between the two do not address the source of their spells.

Notice under the Wizard class list this line is not blue (so was not changed):

i was more asking WHY they cant learn every flippin arcane spell out there...

As for why, it probably has to do with the traditional separations of the classes. It might be better to ask just what they were thinking of when they released the Archivist. The Archivist seems reasonable enough when you just conisder the Cleric and Druid class lists, but adding in the Paladin, Ranger and Adept class list gets you lots of spells at lower levels than they are for other full casters (Heal as a 5th level spell, Lesser Restoration as a 1st level spell). Adding in the various divine PrC's with their own spell progressions is just plain insane. Having a class that can draw from the all the Arcane spell lists has similar potential for abuse (Bards get Irresistible Dance as a 6th level spell, Duskblades get Polar Ray as a 6th level spell).

So, of course, they created a class that can do it (although limited to 6th level spells).

The Chameleon PrC from Races of Destiny, oddly enough can learn any arcane spell from any spell list (when using the Arcane Focus class feature) and can use any divine spell from any spell list (when using the Divine Focus class feature).
