The RAW says "most binders are N, CN, CE or NE". So, most is not all. Therefore, binders can be of ANY alignments?

Yep, but alignments that let you get Tenebrous's rebuke undead are preferred

There's nothing categorically evil or good about making pacts with vestiges. Vestiges themeselves are so far beyond the world that their individual alignments don't matter, and most of them were written to be as neutral as possible anyway. Binders are always in control of their actions, even when they make a bad pact. Ignoring a vestige's influence merely causes you to take a penalty to all your checks and rolls.

Making a pact is a lawful thing to do, but the brevity of the pact and the motives for making the pact can far outweigh that. There's no reason for a binder to be loyal to any one vestige. A binder is always free to break a pact (although he takes penalties unless he uses the Expell Vestige feat). A binder who frequently broke pacts when they didn't go his way, and used a new vestige every day just for the feeling of freedom, would probably have a chaotic alignment.

Binders can be of any alignment. I recently played a neutral good binder. He didn't pay any head to authority, but he was dependable, and he always tried to do the right thing. He treated vestiges with respect, like coleagues (rather than like patrons, or like tools).
