Bob
Human Warmage 4/Cleric 3/Psion 3/Cerebremancer 5/Mystic Theurge 5

Would anybody allow this in their campaign or is it too munchkin like?

Psion 8
Lots of low level abilities, no high level abilities. Lots of versatility burned into meeting the prereqs of those classes. (I've never seen Cerebremancer myself, but I remember hearing it was like a Mystic Theurge with Arcane and Psionics).

Now this could make a twisted Gestalt build. But the Gestalt rules outright say a build like this should not be allowed... and maximizing your caster levels would be really complicated.

But what you need to do is throw some Incarnum and Weapons of Legacy in there somewhere.
