Is V a rouge/fighter/assassin? Ninja or what is he? I need help there are so many ways I could think of but I don't know what is best.

First of all, the most faithful translation would have to use D20 Modern.

Second, don't forget the Leadership feat. Evey is his cohort.

Third, it depends on whether you want to be faithful to his original abilities or if you want to translate his themes into a D&D setting. Is this build for a V which has been planeshifted out of his own setting, or is it for a V who grew up in Riedra (http://www.wizards.com/default.asp?x=dnd/ebds/20050808a)?

I do what it to be set in D&D and he as has been plane shifted as well.

I forgot about the Leadership feat as well thank you.

if evey is his cohort then is the entire population of england his followers? (what's the leadership score you need for a couple million followers?)

My build for V / Dr Jackal ( The GetBackers, anime ) inspired character that I'm currently playing.

Fighter 4 / Rogue 7 / Master Thrower 5

Feats: ( that I recall off hand )
Point Blank
Precise Shot
WF Dagger
WSpec Dagger
Ranged Weapon Mastery ( Pierce )
TWF / Imp TWF ( useful in melee as well as ranged )
Telling Blow

MT Bonus Feats: Quick Draw, Imp Critical ( thrown )
MT tricks: Imp Crit Multiplier, Range Trip, Weat Spot ( Ranged Touch AC )

Invisible Blade might not be a bad idea. He also has some monk skillz, so maybe Superior Unarmed Strike or some actual Monk levels (although, as an Anarchist, he doesn't strike me as particularly Lawful).

Depends on if you want Movie V or the Graphic Novel V. Movie V has much greater sword skill...book V will settle for shoving his fist through your chest. :D

And, in my opinion, V could be done nicely using the Unarmed Swordsage variant and a pair of shortswords, specializing in Diamond Mind, Shadow Hand, Iron Heart, and Tiger Claw (even though that's not actually possible).

I mean...Time Stands Still? Seems Vish. Raging Mongoose? Yep. He uses that in the last scene several times. Adamantine Hurricane and Lightning Throw? Same again. Death in the Dark, Swooping Dragon Strike, Avalanche of Blades, Quicksilver Motion, Stalker in the Night, Moment of Alacrity, Pouncing Charge....

I think it could easily be done. You'd miss some stuff, but you'd get a lot of it.

Monk levels (although, as an Anarchist, he doesn't strike me as particularly Lawful).
Swordsage > Monk

Also, Swordsage has no alignment requirements.

I'm confident V could be made entirely with Swordsage levels, but, while that would be a blast to play, it wouldn't be very fun to read on the boards. Something like "Swordsage 20 -- stances: assassin's stance, pearl of black doubt, shifting defense -- maneuvers: scorpion parry, insightful strike, greater insightful strike" (this a truncated example).
