It says in the Expanded Psionics Book "A wilder can manifest any power that has a power point cost equal to or lower than her manifester level". So this means that she can manifest any power she wants as long as the power point cost is equal to the manifester level"

So..

Manifest Level 1 Char : Any 1 Power Point Power
Manifest Level 2 Char : Any 2 Power Point Power
Manifest Level 3 Char : Any 3 Power Point Power
Manifest Level 4 Char : Any 4 Power Point Power

Am I right?

Wilder knows a number of powers illustrated on some table. The number equals base will save -1 IIRC. These powers can be taken from general psionic list, but not from psychic warrior one or disciple lists, without the feat expanded knowledge, or epic version thereof.

As a side note, Shifter Wilders have the option of choosing Egoist powers as if they were on the psion/wilder list, but only if they take the correct substitution level (Races of Eberron).

If you arent a shifter wilder however, you can only select powers on the psion/wilder list without taking the appropriate feat/PrC.
