I mean, are they normal spells as the ones that appear in the Player's handbook, there is no problem in me casting them?

Yes a Sorcerer can learn and use the spells in the Draconomicon, but only if your DM allows them. Other than that there is no problem.

Just make sure you take them off the "Sorc/Wizard" list and you have to make them a known spell. Other then that anything in material besides the PHB pretty much works that way, if its on your list and you want to learn it and the DM has no problem go for it!

Also remember, their are two lists: Dragon Spells (Mainly for Dragons and other monsters with breath weapons) and New Spells (That pertain to spells with from Draconic Deities Domains and similair ones). The ones in Dragon Spells that you could use w/o breath weapons are Aura of Terror, Draconic Polymorph, Greater Wings of Air, Hiss of Sleep, Imperious Glare, Maddening Whispers, Mesmerizing Glare, Razorfangs, Scintillating Scales, Sharptooth, Superior Magic Fang, Wingbind, and Wings of Air

...if they're on your Sorcerer's list of spells they know, you can use them with Dragon Disciple levels, unless, of course, they say that you can't. They, in this case, is your DM or the spell's description itself.

In short, yes, you can use the spells if you know them. Just don't plan on using spells that enhance your breath weapon more than a couple times a day.

So yes, you can use them if the character knows them, unless the character somehow loses all spellcasting ability.
