So, I was told that rogues can always take 10 on the following skills, even if under stress:
Bluff, Climb, Decipher Script, Disable Device, Hide, Intimidate, Listen, Move Silently, Open Lock, Search, Sleight of Hand, Spot, Use Magic Device

Can this be right? If so, can anyone point me to a reference which supports this?

level 10 onwards, IF the rogue chooses the Skill Mastery ability and chooses those skills (and has a +10 to his/her Int modifier to choose all those skills at once, otherwise it can be taken again at level 13, 16 and 19)

Rogue special ability, which can be selected at level 10:

Skill Mastery: The rogue becomes so certain in the use of certain skills that she can use them reliably even under adverse conditions. Upon gaining this ability, she selects a number of skills equal to 3 + her Intelligence modifier. When making a skill check with one of these skills, she may take 10 even if stress and distractions would normally prevent her from doing so. A rogue may gain this special ability multiple times, selecting additional skills for it to apply to each time.

The above responses are generally true, except for Use Magic Device, in which case rogues cannot take 10 whether under stress or not, unless this particular rogue happens to have 4 levels of warlock or 13 levels of artificer.

Right, but not without taking Skill Mastery, right? And then it is still only any 3 + INT Mod skills.

right. not without skill mastery. I am currently playing a skill focused rogue who just hit level 10 (joy!).

Hmm, looks like there is a class feature Social Intuition in Eberron ... Changeling Rogue

But it still only lists about half of those.
