Trying to finish up an NPC that is a certain level. I want him to have a PC at a specific level but his arcane casting level is too low (has 6th but needs 7th).

Isnt there a feat/item/1dipclasslvl that allows for casting at a higher level than normal?

If he's actually 7th level or higher but has a caster level of 6, then Practiced Spellcaster can raise it high enough. However, if the PrC requires that he cast 4th level spells (instead of "Caster level 7th"), then this trick will not work.

What's the PrC, and what's the character build stub? If I see those I can definitely tell you if it's possible, and if so how to do it.

Yeah, he needed to be abe to cast 7th level spells, instead of the mere 6th level spells he can cast.

THAT is not caster level.

That is the level of spells you can cast.

There is no direct means of boosting those, although you can "cheat" a bit using Sanctum Spell, Heighten Spell, Precocious Apprentice, and/or the illumian race.
