Well their whip would have to be custom, it does lethal damage and whatnot, but besides that....

Fighter? Ranger: Favored Enemy Undead?

I would agree with Fighter, but the Belmonts are exceptionally agile in most of the newer games... enough where I would say that they had Evasion or at least a number of ranks in Tumble.
So, a class with a full BaB, Tumble or Evasion, and maybe UMD.

rangers with UMD seem to fit the bill form the last post, though I have never played those games.

What feat makes UMD a class skill?

One level in rogue or bard and the Able learner feat means you can spend 1 skill pt. for one rank and have a max of HD+3. It's a funny bit of multiclassing RAW: if you have a level in a class that grants X skill, your max ranks in that skill for the rest of your career is HD+3. Able learner negates the cross-class penalty for point-spending...and it all makes sense.

Paladin/Lasher sounds good too me. Or perhaps they are very agile Warblades that incorporates whips into their fighting styles...

I like the Following build for a Belmont. (Remember the whip becomes a chain with power ups.)

Human: (32pt Buy, after levels and magic items)

Str.14+2
Dex.21+5
Con.16+3
Int.12+1
Wis.14+2
Cha.16+3

1. Ranger, Track, Able Learner, EWP Spiked Chain
2. Rogue,
3. Cleric, Weapon Finesse
4. Rogue
5. Rogue
6. Skullclan Hunter, Martial Study (Clinging Shadow Strike)
7. Skullclan Hunter
8. Skullclan Hunter
9. Skullclan Hunter, Martial Stance (Island of Blades)
10. Skullclan Hunter
11. Skullclan Hunter
12. Skullclan Hunter, Shadow Blade
13. Skullclan Hunter
14. Skullclan Hunter
15. Skullclan Hunter, Divine Might

This is a build I used, and my gear was:
Belt of Magnificence +2, +1 Holy, Magebane Spiked Chain, +2 Chain Shirt.

It was a low magic campaign, and I ended up with the BoM:)
It isnt the most amazing build, nor is it very optimized, but it got the job done.
The Cleric would cast Eagles Splendor on me at +6 Cha (He had a feat called ability enhancer), and that made Divine Might really worth it.

Edit:
I forgot to mention to max out UMD.
Also, gear is half of the character. Lots of flasks of Holy Water for example.
BTW, the Holy Water gets all of the benefits of a thrown weapon, which mixes well with SCH.

Rogues Cannot have EWP at level one, +0 BAB. I knid of liked the undead hunter in the DMG. With the feat to crit undead in CAdv, that could work out nicely.

You are correct.
I fixed it.

Depends on which Belmont. Richter has all sorts of abilities, and the item crashes look an awful lot like magic to me.

Regardless, a Belmont should be using a spiked chain. The spiked chain is pretty much the vampire killer, and if you look in the spell compendium there is even a picture of it being whip style.

I am not sure if you caqn accurately create the Belmonts with the D20 system. The closest I can think of would be a Favored Soul of some custom Undead Hunter God who's favored weapon is a Nagaika.

While not a Belmont, Soma from the more recent Aria of Sorrow and Dawn of Sorrow games would most likely be a binder.

What books are Lasher and Skullclan Hunter in?

Lasher is in the Fist & Sword. It's one of the older 3e books and the class might need an update. It's still exelent tough...

The Skullclan hunter is from miniatures handbook. It's basicly a rouge that kills undead very well.
