It's spell-trigger item, like a wand, so it takes a standard action (possibly a successful Use Magic Device check) to activate, and then True Strike only applies to the character's next attack with the bow, so even if they take a full attack on their next turn, the +20 will only apply to the first attack. It's good, yes, but not as good as you think it is. It's not like every attack you make with the bow automatically has True Strike on it. Should be pretty good for Arcane Archers, though, who don't have to worry about that UMD check.

Well, it depends on what you mean by "enchmanet"? :confused: If you mean "enchantment" as in the weapon's +1 properties or whatever, no, those apply on every attack. If you meant something else, then I have no idea, but a lot of things may only apply on one attack or all attacks, depending. Sneak Attack, however, can indeed apply to all attacks, depending on the circumstance. For example, if you enemy is flat-footed against all of your attacks with the bow, you do indeed get sneak attack on every attack (unless you're using Multishot or something). However, if you're using the invisibility spell, then only your first attack counts as sneak attack.
