Council Rules

The polls: The next thread contains all polls. A poll will be opened as long as there is one Elder Pitlord's voice missing (exception: if a poll has already 5 voices in favor of one side then it may be considered 'closed' and the rule enacted but will stay open until everyone has voted)
Voices: Every Elder Pitlord has one voice.
Attitude: Most of the times polls will be voted as 'Yes', 'No', or 'Abstain'. Please put one of these words at the beginning of your vote. You may explain the reason behind this in a short description (optional). In some cases the voices is required to be more specific (example: "Do you want a green, red or blue background") in which case the various voice options will by included in the poll question (e.g. "Green", "Red", "Blue")
Discussion: This board is for the votes only. Any discussion will be held in the Elder Pitlord's Forum (http://boards1.wizards.com/showthread.php?s=&threadid=192897&goto=newpost)
Decision: A poll is enacted as soon as a simple majority is reached. As soon as 5 Elder Pitlords voted in favor of one side (abolute majority) the poll is enacted, no matter if there are still votes missing. In case of a draw, the poll goes to the open poll system which includes every member of the CoCo. If the poll has other choices than the ordinary ones (e.g. 'green', 'red', 'blue'), a majority of 2 wins.
Deadline: Every poll has a deadline by when it is closed. Any Elder's voice not put to vote by then is considered abstain. The default poll time is two weeks, but it may be prolonged if difficult and/or decisions with severe consequences are to be made.
Overview: Please post your votes so that they are easily recognizable; a list would be best. Please keep your seat clean of other statements; I might miss a vote.

@Eth - How would you handle templates that have a LA > +1? It doesn't seem right that a person could add a vampire template (LA +8) advancing 8 levels on the roster by only winning 1 fight.

11. No. Winners don't care how much they spent since they just received a big reward. The balancing factor is that if you lose you don't want to have no resources left. Replacing one-shots for losers is a bad idea because it will encourage even more use of high powered one-shots, because if you lose they'll be refunded.

12. No, the allies must be reacquired the same way they were originally gained. This means that animal companions, special mounts, and cohorts are free. All other allies have their own listed costs to acquire, which equals the cost to reacquire.

13. reluctantly I will agree with b.

14. No.

15. No, the Wild enhancement only allows the armor to retain its bonus to AC. The equipment still melds into form and is therefore without weight, encumbrance, max dex, armor check penalty, arcane spell failure, or the -2 to attacks from the tower shields unweildy size. Otherwise, how could a druid in wild armor use wildshape to become something like an eagle? The weight/encumbrance would be much to great.

VOTE: (a) Yes, allow the lich without requirements, or as a template class [I also think we should possibly allow other templated classes as an easier way of becoming high ECL creatures.]

7: Psionics
VOTE: Yes, psionics should be allowed, because more diversity, if balanced, is good for the arena.

8. Stackable Prebuffs: No. This gives a significant advantage to casters that other characters can't effectively duplicate. 16 potions? That's not an option. Also, the fact that casters can scribed scrolls means this would cost much less for casters (specifically wizards) than for other classes. If we allow this, we will start to see casters entering with 10-12 prebuffs, which is very bad for balance.

9. Inherited Templates: No (although I'd like to have an exception for Cliodhna, who I know wants to add this template strictly for RP reasons, I think that the first levels are much harder for templated characters. To maintain the balance, I vote no (except for Cliodhna:D )

10. Templates After Creation Cost: (d)...I wish there were another vote option here. I would vote that you could not acquire a template except by leveling up (after winning a fight), in which case I would say it costs 0 credits.

EDIT: Jindl: I think that rather than allowing people to bump many levels, it would be better to allow the savage progressions on the wizards website. We could link to it from the FAQ so people could find it. I think it's pretty balanced, and will be more fun watching someone transform into a lycanthrope than just immediately gaining the template. If that's not the way we go, then my vote is for 4 credits, since I'm not sure I like the idea of someone jumping 6 or 8 levels...it should be more expensive.

B. No. This would lead to unrestrained potion and scroll use.

12. Ressurected allies: Should we ressurect allies for free?
A. Yes. You should not be able to permanently harm your adversary. Furthermore, we should do away with monster fights. I have two gladiators I'd currently like to obtain an ally for, but unless I sit everyone out for a monster fight with a foregone conclusion, I can't do it unless I take more fights than I can handle.

13. Prememorized spells How should we handle the prememorizing of spells?
B. Half spells rounded up. This is a small change, but I think it creates more balance. This should be sufficient, and I don't think much more would ever be required.

14. Caster level of bought scrolls: Should we implement a ECL+2 cap on scrolls to prevent fireballed@lvl2?
B. No. Buy a potion of resist energy (fire) instead.

15. Druids and wild armor:
No. The armor melds, but retains its armor and enhancement bonus. All other weight, encumbrance, etc. are gone. This is a very expensive enhancement for armor, and should provide a nice benefit. No monk's belts, though.

G'day All,

#11: No. This makes wands and other charged items completely useless (almost). Why would i buy a wand of fireballs, or cure light wounds, when i could just buy a stack of 10 scrolls of either and have them replaced for free after the fight? This doesn't make sense to me.

#12: No. Allies are an inherent cost to the gladiator. Once dead, it's dead and must be reacquired as per the rules. (exception would be those gained by leadership feat...heck you spent a fight and didn't a.affin/animate cheese it).

#13: (C) reveal all

#14: (b) no. If you're worried about being fireballed at level two, buy a scroll of resist energy.

#15: No. After exhaustive research and reading, it's very inconclusive. However, gun to my head, i would say it's exactly as stated. AC and enhancement only. No shields, no monk's belt, no wis to ac for mnk/drd. "Properties" of said armor are also lost through melding (ie. fortification etc...).

11- NO, for reasons already mentioned by Tellish and Jindil.

12- NO, regain through same method used to attain the first time. Of course, this is "free" for most allies, but Purchased allies would be rebought, and Undead reanimated. Allies who do EXP damage when they die would convert the EXP into gold damage.

13- C, reveal all.

14- NO, unless you plan to forbid melees to buy warhorses, and sneaks from getting feather token wips. Everyone has a "trick" to win the low levels. Scrolls arn't the worst of them.
