His demonic powers have made him crazy.Behave like demonic spirits tell him to do all evils.Do inappropriate things on occasion to emphasize his craziness, like occasionally letting enemies live, fleeing weak foes or refusing to be healed.Give him some quirks, such as drawing demonic sigils on any place he stays or on the bodies of vanquished monsters.Taunt others in abyssal language

"Yes! We are at war! Blessed conflict! Glorious Anarchy! All of you will fight each other, and everyone will DIE, and I will be the victor! The first rule of my new order, ENTERNAL BATTLE! *manical laughter*

(To steal a quote from Warhammer 40k) "Sanity is for the weak!"

"All of you shall SUFFER, and BEND to the daemonic forces that serve my every WHIM!"

"Why don't you ever want to play with me?"

"Mother, they want to hurt you. I can't them hurt you, Mother. I will slaughter them all to protect you, mother!" *nervous, if insane laughter*

*calmly*" Hello, my name is- I WILL SLAUGHTER YOU ALL HAHAHAAHAH! *ahem* Sorry about that."

"Welcome aboard frien-- No, he does not plot to destroy us. Why do you keep asking these things? If he does anything stupid we'll kill him... Good... *looks back to the person he was just conversing with* I'm terribly sorry (name) can be such a cynic sometimes."

"*giggling childishly after destroying an enemy in a rather gruesome manner* It's raining!"

Just how crazy is very crazy? Does he realize his madness? How is he crazy? Personally I think the freakiest kind of crazy is the kind where one starts acting and reacting like a child at times... Hurting someone badly when one is shoved or touched, killing people for "being mean" to you, speaking aloud to your imaginary friends and taking offense of people who "ignore" them ("Hey! You just stepped on (name)'s foot! Apologize now!").

It'll be easier to think of quotes if we know more about your character's quirks.

BTW: Frylord, that "mother" quote sounds like something out of Advent Children or Naruto. Not a bad thing, just thought I'd mention it. :P

Make a cloak out of a town's children's faces.

Start a collection of the fairest and most pure elven females of all but the evil sub-types as well as feys and keep them in your room. Torture them (book of vile darkness for devices), break their wills and then the ones that die you can use their bodies to create wall oranaments. Inivite someone in your room for tea and if they don't flee right away have the nymph in cold iron shackles that you've removed the eyes of, serve the drinks. I know that isn't a saying but it works for the evil factor.

Chaotic evil...ah, my forte.

You have to draw the line betwee chaotic and lawful evil. For instance, I consider the making of cloak of childrens faces lawful evil. Chaotic evil is generally more devoted to their own ends, which may or may not be negative for the rest of the world...lawful is dedicated to causing misery and suffering for everyone, whether or not it meets your own goals.

As for quotes...randomness is the key. Learn a few odd latin words- I did that for my Lawful Evil Hellfire Warlock. Even simple phrases (like talking about the weather) can sound dark and demonic when used in latin, and the right tone.

Oh, and I almost forgot- give the familiar a bizarre name and species. For instance, call him "Damit".

"Here, damit! Come here!"

Just one question... how do you collect children's faces and make a cloak out of them?

Kill child, cut off head, skin the face off the head, repeat as needed, then sew the pieces togther

Chaotic evil is generally more devoted to their own ends, which may or may not be negative for the rest of the world...lawful is dedicated to causing misery and suffering for everyone, whether or not it meets your own goals. No, Chaotic Evil is demons, Lawful Evil is devils.
Law and Chaos doesn't really influence being evil. A person dedicated to his code of honour can be LG, LN, or LE, whereas a person judging a situation on a case-by-case basis will likely be CG, CN, or CE. Those who are inconsistent are probably NG, TN, or NE.

Really, why would anyone inconvenience themselves to be Evil (with a capital 'E')?

Example:
King Kaius (Eberron), king of Karrnath, is LE.
He leads a nation that has used undead to bolster the ranks of the living in order to hold off the nation led by the LG church of the Silver Flame, despite the fact that the common Karrnathian doesn't really like the prospect of having to serve as an automaton for eternity, though, granted, this is not universal.
It's pretty clear that he's evil, right?

So now, where the war is over and he signed the peace treaty he's just waiting to rebuild his armies properly and then launching an assault at the LG theocracy next to him, right? Wrong.
In fact, King Kaius is a very conflicted person, who wanted more than anyone to end the war. He made a dark deal with a religion known as the Blood of Vol to prevent his nation from being destroyed when it was threatened from multiple sides, which ended up costing him the life of his wife. He spent decades overcoming the curse he'd been bestowed with and returned to the throne, impersonating his grandson (whose destiny is unknown) and demanding peace.
He is just about the ONLY person on the whole continent who won't go to war again unless he has absolutely no other choice.

Meanwhile his NG and LG neighbours are rebuilding their armies and preparing for war once more, despite the fact that he has clearly stated that: He. Does. Not. Want. A. War.

Using your argument he's CE, because he does what he wants, rather than LE because it's actually convenient for him to be seeking peace.

Yeah, I scavanged it from Advent Children, actually. But enough about a movie made about a game, more quotes!

My own quote, even if it IS more for a BBEG.

"You think you are evil? I have toppled civilizations, made grown man scream in terror, I have drawn the pious to my tattered flag, mortals do not dare to speak my name! Carnage has spread by a word from my mouth, and my deceptions are like a spiders web, ever spinning and all encompassing.
And here, were my power is at it's highest, you DARE fight against me?"

Hmm.. another one..

"Our deepest fear is not that we are inadequate.
Our deepest fear is that we are powerful beyond measure.
It is our light, not our darkness, that most frightens us.
We ask ourselves, who am I to be brilliant, gorgeous, talented, fabulous?" -Neslon Mandela

"They say people do crazy things for love...
unfortunately, I'm not in love, and I'm still crazy!" *manical laughter*

"Sometimes, the heros are the monsters!" * quiet, sinster, snicker*

"Why is it that people have the need to be flashy?
Give me fear and manipulation any day.
Death is a release.
Constant terror in the face of unpredictable bouts of pain and possible death
is far worse. Death is what you get when you don't please me anymore and then...
killing you is no more special than squashing a bug."

"To have anything be truly good there must be something truly evil,
and that evil is me."

"I've butchered thousands of souls,
drowned cities in blood (literally),
and set the skies of whole worlds afire.
I leave a trail of death a mile wide almost everywhere I go;
sometimes for the (insert evil organization here)
sometimes in the cause of the greater Evil and sometimes just out of sheer spite
or for the hell of it. I have been known to commit genocide as a passing thought.
Or just for kicks.
Or best of all, simply because I can." -Aotrs Commander, a character of someone on the internet.

"A darkness lays buried within us all. I see you trying to hide it,
I can see it in your eyes. You use pure will not to give in to its temptations.
But you can not hold out forever."

*said after answering a question*"Sure... would you like some EVIL along with that?"

"Tune in next week when I mock orphans for their lack of parents!" What? He's insane!

"There is always a way, and it usually doesn't work."

Whew. There, happy? EDIT: This is just scanning my quotes that I scoured the web for in a few months.

one of the best ways to seem crazy is to act casually and appropriately in insanely abnormal circumstances, and very extreme and inappropriately in normal circumstances.

Like, say, sitting down in a pool of blood after viciously murdering and charring your enemy and eating lunch like it was a pick nick, and if anyone asks look at them calmly and say something like, I'm absolutely famished, I just need a bite to eat to refresh myself. If they insist on moving to another room, ask them what's wrong with this one. In contrast when you're say in a crowded town and for example, a comrade tells you there's a spot of mud on your shirt, go into an all out panic, freak out, tear your shirt off and cut out the spot after raving about how ruined it is and then buy a new one.

under normal circumstances heightening every emotion or response to the extreme is VERY effective at chaotic.

Seeking out demon blood to drink and heighten your demonic power, evil.

acting calm and civil in outrageous circumstances, very psychopathic

So, this one time, I cast polymorph on a sleeping Great Wyrm Black Dragon, and turned it into a kitten...

And gave it to the neighborhood orphanage as a pet...

Then waited a week, and cast Dispel Magic.

A few taken off of shirts:

Curiosity killed the cat but for a while I was the suspect.
One by one the penguins steal my sanity.
Shut up voices! Or I'll stab you with a Q-tip again.

And now for a less funny more character-defining option.

"The voices inside my head tells me not to listen to them. But if I followed their advice, that means I have to disobey them and listen to them and it goes round and round and... oh well."

"Can I kill it? No? Can I torture it then?"

Ed Gein (http://en.wikipedia.org/wiki/Ed_Gein) is definately an excellent example of real-life CE behaviour, or at least of someone who was really crazy.

Acting like a child works great if you want the character to seem scary-insane, although it might not be all that original. Constantly treating people you've never met like you know them, especially in creepy ways, works too. Being polite while on a murderous rage also gives the impression of being less-than-stable. If you want to appear really nuts, try adopting a constant state of serene calmness, in perfect harmony with your inner demons. Hum a happy tune while carving someone's face open. Threaten to slowly eviscerate people while sounding like you're talking about the weather. Actually talk about the weather while slowly eviscerating people.

For a character that feels a bit more unique, you could try staying away from obvious crazy things like talking to yourself or laughing manically. Never showing any emotions whatsoever might also be more interesting than emotional outburst, although I'm not really sure which would be the most fun to play.

...Of course, it could be that it's the voices that tell you not to show your emotions to anyone ;)

"Its not for the joy of killing that I do it. Nor is it the joy of [insert list of favorite crimes here]. It is stealing the joy that's left in that life, those innocent eyes, that loving family. A thief - That's all I've ever been, and all I've ever needed to keep me going. Keep watch, dear friend, for no one knows when the thief will strike."

Barely audible, Merrick whispered as he turned away, "Not even the thief." His smile, however remained firmly fixed as if assured of the humor of some great, cosmic joke.

"You say I have no heart. And I wonder how long yours would beat after I ripped it out. Tomatoes, tomahtoes."

"Maybe I'm evil. I don't care. Cosmic alignments don't make sense to me. The smell of burning hair, that makes sense!"

"If I made a big shield out of glassteel, and held it up to the sun, would it burn people like ants?"

To the BBEG: "Finally, someone who understands! Kiss me!" (use Beguiling Influence, and if it works, you can bite his tongue off :cloud9:)

It's probably not useful as a quote, but for the hardcore chaotic evil mindset, I think of Black Mage from 8-Bit Theater (http://www.nuklearpower.com/daily.php?date=051022)-- that page, specifically. "I feel a complete contempt for everything and an overriding need to burn the world." "Moral quandaries have lost all meaning; the complexities of life have simple, violent answers." "The wants, needs, and rights of others no longer make sense."

(To steal a quote from Warhammer 40k) "Sanity is for the weak!"

Lots of good Dawn of War quotes here:
http://en.wikiquote.org/wiki/Warhammer_40%2C000:_Dawn_of_War#Chaos_Un it_Quotes

You could also probably take inspiration from Richard the Undead Warlock from LFG: http://lfgcomic.com/page/1

Notable quotes:
"Soo... You planning on finishing off the kid, or you mind if I go ahead?"

"That orphanage attacked me - it was self defence!"

"I'm still trying to work out what "conscience" means."

Cael (having been dragged into an unprovoked attack on some gnomes): "By the gods! They look like children!"
Richard: "I know. It's hard to kill just one."

Gnome soldier: "You engulfed the head of our sentry in flame!"
Richard: "It's the way he would have wanted to go."
(The event itself really has to be seen: http://lfgcomic.com/page/16)

Cael: "I'm not going to kill some random soul because it's a means to our ends. We're not the gods who get to decide who lives or dies."
Richard: "I disagree fully with your previous statement."
