I'll playing in a Forgotten Realms campaign as a 30th lvl rogue kobold and I want to know if anyone has any good ideas for a background. I'm aiming for neutral or chaotic neutral, but if someone has a really good one for good/chaotic good I might take it. Thanks! :)

30th level, huh? That's the fun of starting at 1st level, you get to kind of figure out where you're going. What kind of skills do you want your rogue to focus on? What kind of stats do you have? Without anything like that to go off of:
"The Packrat" He could have spent most of his career (especially if CN) skulking behind adventuring parties, picking up things that parties of adventurers found useless (or didn't notice in the first place.) He's the ultimate packrat with a maxed out Use Magic Device, with something for every occasion ("I know I have that wand of holy smiting somewhere?") He's chittery, skittish, and extremely observant.
"The Draconic Emissary": A former servant of an evil dragon who chose his own path, this kobold is an expert at unseen infiltration and unseen elimination of enemies that said evil dragon couldn't kill outright. Left the dragon's service for freelance work (if said dragon knows this or not could be up to you.)
"The Trapsmith": Include Craft (Traptmaking,) Search, and Disable Device among your maxed-out trap skills. You take your race's innate gift with trapmmaking to new heights, being capable of building, disarming, and finding traps that the average thief would be blindsided by.

The best way to build a character amongst the non-human races, I think, is to take a trait you associate with them and exaggerating it (like, in the above examples, I tried to exploit the kobold connection to low-level adventuring parties, dragons, and traps, respectively.) Once you've got your concept down, you can conform a past to fit around it.
