I found a race out of the quintessential gnome (Mongoose publishing) that is called a garden gnome. They get a +2 dev, -2 str. They can turn into a statue for a +10 hide and even if the statue isn't supposed to be there poeple acknowledge it and walk along. I was thinking of taking raised by bears from quintessential barbarian, I wouldn't be able to speak (unless I spent a skill point to talk) and would get a +2 str. So I would have no penalties on this character. O ya the reason I chose them in the first place is that they're a tiny race. So I am going to try and build with these important things listed in the order I want them (Most important to least important) AC, Dmg, Saves. I was thinking of going through some swashbuckler so I can weapon finesse, but I can't decide If it is really important if I am going to try and do dmg anyway. I am looking for a way to get my dex on dmg also.
I am 3rd level and would appreciate a build planned up to 5 at least so I can start off mean, I should be able to take it from there. (Prefer a 20 lvl build though). I get the standard 2,700 gold and would like good equipment to start. I was wondering, small characters get equipment at half price, do tiny characters get it at one fourth price?

As far as doing damage with dex the only way I know in which that is done is with the Champion of Corellon PrC from Races of the Wild, but you need to be an elf to take that class.

There is a book called the Feats Handbook (splat book by another company can't recall which one at the moment) that has a feat called Improved Weapon Finesse that allows you to add dex to damage instead of str.
