I would suggest pcgen or redblade. Both are good, free character editors for 3.0/3.5e. However, they only have rules from the core rule books built in, so if you want to use extra sourcebooks you'll have to add material manually (which may be illegal due to copyrights, I'm not sure.)

As I've said before concerning Redblade, "I have a problem with any character generator where I feel the need to go over anything it creates with a red pen". When using Redblade, enhancement = deflection. That seems like a bit of a flaw.

Is PCGen the one that makes it a point to print out loads of unnecessary information on seperate pages? I know the generator in the 3.0 PHB printed out every possible spell a preparing spellcaster could have, but the generator of which I'm thinking put half-celestial abilities (even if you only got the one spell-like ability per day) on its own page, because extra paper + easy to misplace = win.

Having tried a half-dozen character generators, I rely on pencil and paper, especially concerning anything that's come out recently. No generator will have every class, race, spell, feat, etc. that you'll ever want to use already built into it. This is a fact. I find that it's a lot easier to just read the rules that fix a character that a generator broke for me. If you're hell-bent on something digital, though, try Excel or a similar program to crunch the numbers. I have mine set to calculate spell ranges, durations, and saves based on my class level and ability score, while I put in descriptions and schools and things. Just saves time.

Well, I agree redblade is in significant need of an update.

As for PCGen, the output all depends on the sheet you select. If you choose the most compact sheet it will even cram all of your info on to a single page. Admittedly, it can be excessively complicated, but those two are nevertheless the best free character editors available.

You may want to take a look at the free version of DM Genie, Player Genie. It's actually intended more for use during the game (you can use it to keep track of everything from hit points to prepared spells to XP, and it can even make attack rolls and such for you with all bonuses figured in, and it will figure in any bonuses and penalties for stuff like barbarian rage, concealment, bard songs...), but it can print out a decent little character sheet that you can use in a more traditional sense.

The program has a couple of minor flaws (for instance, it can only track one spell list, so don't expect to use it for a mystic theurge), and the learning curve is kind of tough, but overall, it's a great program. I even bought the full (DM's) version.

It really depends on what setting you're using. If you are thinking Modern/Future, then PCGen isn't the way to go. It works fine for D&D, but it treats everything like D&D, so you have problems with trying to create Modern characters. You also wouldn't be able to use anything that is specifically designed for D&D. If you are looking for one for Wheel of Time, check over at www.callofthehorn.com. There are 3 awesome character generators (one for official WotC content the other 2 for player created netbooks). For D&D I don't know where to find "the best" (or even mediocre for that matter), but a good place to start would be at www.enworld.com.
