I was thinking recently about how two Lawful Good cultures could regard each other as being evil

Culture A is a socialist culture, who believes legislation, taxation and heavy comprehensive laws are the only way two have a just society, and will fight to keep the powers that be in legitamite control.

Culture B believes in freedom, where forced taxation equates to theft, legislation is un-necessary force, and laws should be kept simplistic and non-draconic, and will fight to keep society free and just.

Both of these cultures believe in Good, and both of these cultures are lawful, although the first believes that laws are to are to provide control and to prevent evil from flourishing, and the second believes laws are to provide protection for honest people.

I'm getting started on DMing a campain where two nearby cities with heavy religious influence have been pitted against each other for centuries, including repeated skirmishes by the cities paladins ;)

Any thoughts?

Paladins wouldn't fight each other. Both they and the clerics would know that both cities are good. (The second city looks CG from here, but I'm not wearing my glasses right now.)

I agree that the second city seems more CG than LG. If there is a law to protect you, the law need support, and that means taxation. If you rely on a willing militia to protect your city, then this city is CG.

However, you could still have two kind of LG cultures: the first one monarchic, the second one democratic, or meritocratic (a council of nobles). The paladin defending each culture would have many verbal confrontations, and youngers one could eventually get involved in fights (but only with subdual damages).
